Sectoral Operative Program - Environment in Romania




This Structural Instruments available in Romania was approved by the European Commission and
shortly after presented by the Ministry of Environment on August 27th, 2007. It is the biggest nation-wide
program created ever to protect and improve nature.
The SOP ENV continues and builds for the future, on national environmental infrastructure
development programmes initiated in the pre-accession period, particularly with Phare and ISPA
support. SOP ENV is also regarded as a tool to complete efficient management structures for
environmentally relevant services. As well, the SOP design addresses non-traditional fields of
interventions like efficient urban heating systems, risk prevention, ecological reconstructions and
Natura 2000 management plans implementation.
The overall objective of SOP is to protect and improve the environment and living standards in
Romania, focusing in particular on meeting the environmental acquis.
The specific objectives of the SOP ENV are:
- Improve the quality and access to water and wastewater infrastructure, by providing water
supply and wastewater services in most urban areas by 2015 and by setting efficient regional
water and wastewater management structures;
- Development of sustainable waste management systems, by improving waste management
and reducing the number of historically contaminated sites in minimum 30 counties by 2015;
- Reduction of negative environmental impact and mitigation of climate change caused by urban
heating plants in most polluted localities by 2015;
- Protection and improvement of biodiversity and natural heritage by supporting the protected
areas management, including NATURA 2000 implementation;
- Reduction of the incidence of natural disasters affecting the population, by implementing
preventive measures in most vulnerable areas by 2015.

The new legislation on chemical substances
In the European Union until recently were many normatives and many national agencies regulating
the use of chemicals, as well as the complicated authorisation system sometimes assured more
rights for powerfull competitors in the industry from outside of the European Union.
REACH is the new European Community Regulation on chemicals and their safe use. It deals with
the Registration, Evaluation, Authorisation and restriction of CHemical substances. The new law
entered into force on 1 June 2007.
The aim of REACH is to improve the protection of human health and the environment through the
better and earlier identification of the intrinsic properties of chemical substances. At the same time,
innovative capability and competitiveness of the EU chemicals industry should be enhanced. The
benefits of the REACH system will come gradually, as more and more substances are phased into
REACH.
The REACH Regulation gives greater responsibility to industry to manage the risks from chemicals
and to provide safety information on the substances. Manufacturers and importers will be required to
gather information on the properties of their chemical substances, which will allow their safe
handling, and to register the information in a central database run by the European Chemicals
Agency (ECHA) in Helsinki. The Agency will act as the central point in the REACH system: it will
manage the databases necessary to operate the system, co-ordinate the in-depth evaluation of
suspicious chemicals and run a public database in which consumers and professionals can find
hazard information.
Producers and importers of chemical substances; producers, importers and suppliers of articles;
distributors (including retailers); downstream users (for example: for formulation, dilution, repacking,
spraying, painting etc.) have to follow REACH beginning with June 2008. REACH does not apply for
food, medicines and radioactive substances which are regulated through other normatives.
